After community members brought up the topic of developing a mountainbike facility, Warburton MTB project was formed. Parks Victoria granted a Healthy Parks, Healthy People grant, and the City of Warburton conducted a feasibility study.

The committee's goal was to locate the trail in a way that maximizes the use of the area and minimizes the environmental impact.
